The 5,000 Francophone selection spaces announced in January 2026
What the additional selection capacity means—and why provincial stream requirements still need to be checked.

On January 19, 2026, IRCC announced additional federal selection spaces for provinces and territories to designate French-speaking immigrants. The announcement supports Francophone communities outside Quebec, but it is not an open invitation to every person who speaks French.
The distinction to keep: additional selection capacity is a policy measure. An individual still needs to meet the requirements of the pathway through which a province or territory selects them.
What was announced
Starting in 2026, 5,000 federal selection spaces were reserved in addition to annual Provincial Nominee Program allocations. The announcement also placed the measure within the broader effort to increase French-speaking permanent resident admissions outside Quebec.
It should not be read as a single nationwide application form with 5,000 places available on identical terms. Provincial and territorial participation, priorities and intake arrangements matter.
Provincial selection and Express Entry are different layers
Some provincial nominations operate through Express Entry; others follow a separate process. An Express Entry nomination can carry additional CRS points, but not every provincial selection is automatically an Express Entry nomination. The specific stream determines the process and requirements.
| Question | Where to look |
|---|---|
| Is a suitable stream open? | The province or territory’s official immigration website. |
| Are occupation or job-offer conditions involved? | The stream’s current eligibility criteria. |
| Is Express Entry required? | The stream’s application instructions. |
| What French proof is accepted? | The applicable program’s language rules. |
Keep the language plan practical
If French is part of your project, build skills that can be demonstrated in the required format. Do not assume the same language threshold applies to provincial selection, the federal French category and Francophone Mobility. These measures have different purposes and conditions.
The announcement is a reason to investigate suitable pathways, not a reason to abandon checks on work experience, settlement intentions or documentation. Choose a learning schedule based on your current abilities, and keep immigration eligibility under review with qualified support where needed.
